STAVANGER, Norway-- Statoil has decided to suspend two new rigs, Transocean Spitsbergen and Songa Trym, due to overcapacity in the rig portfolio, and unsuccessful attempts to mature alternative assignments. The rigs will be suspended through 2014, a period which might be extended.

DENTON, Texas – Denton, which sits atop the gas rich Barnett shale, has become the first city in Texas to ban hydraulic fracturing after residents took to the ballet box on Tuesday. The measure was overwhelmingly passed in the 123,000-strong college town by a margin of 59% to 41%. If approved, the ban will come into force on Dec. 2, two weeks after the City Council certifies the election.

DUBLIN, Ireland -- San Leon has announced that the gas encountered in the Kety exploration well is considered uncommercial following testing. The well has reached a total depth of 705 m MDBRT (measured depth below rotary table) and will be plugged and abandoned.

HAMILTON, Bermuda -- Seadrill Ltd. has entered into an agreement with Seadrill Partners to sell the ultra-deepwater drillship, the West Vela. Seadrill Capricorn Holdings, a 51% owned subsidiary of Seadrill Partners, will acquire all of the ownership interests in the entities that own and operate the drillship.

HOUSTON – Hercules Offshore, a Houston-based drilling contractor, is to lay off 324 employees as it shuts down four rigs in the Gulf of Mexico. The job losses are expected to begin around Dec. 31, according to a letter the company sent to the Texas Workforce Commission, the agency charged with overseeing and providing workforce development services in Texas, last week.

SEOUL, Korea -- The naming ceremony for four semi-submersible rigs -- Hull No. 3031, 3032, 3034, 3035 -- ordered by Norwegian-based Songa Offshore was held on Oct. 24. The rigs were named as Songa Equinox, Songa Endurance, Songa Encourage and Songa Enabler, respectively.

ABERDEEN, United Kingdom -- Churchill Drilling Tools, the provider of innovative dart activated drilling tools, has launched the HyPR (Hydraulic Pipe Recovery) system for the rapid and cost-effective recovery of stuck pipe. Stuck pipe situations cost operators hundreds of millions of dollars a year in wait times. The HyPR tool, developed by the Houston and Aberdeen-located company, can cut that cost significantly by enabling operators to get back on track much more quickly.

HOUSTON -- Baker Hughes has announced the commercial release of its Completion ArchiTEX (CTX) 3D completion design software, which provides an interactive representation of real-world well environments for more accurate completion designs. The software allows users to input the exact parameters of their completion designs and make adjustments as needed to avoid hazardous situations during operations.

MEKJARVIK, Norway -- Maersk Drilling has named the world’s largest jackup rig in a ceremony in Mekjarvik, Norway. The Maersk Interceptor, an ultra harsh environment jackup, is destined for Ivar Aasen field. Maersk Interceptor is the second in a series of four ultra harsh environment jack-up rigs to enter Maersk Drilling’s fleet. The four jackup rigs represent a total investment of $2.6bn.
